Apple has broken or removed the ability to backup and redownload our ringtones. Since iOS 11.0.3 and iTunes 12.7, there's no way to backup your tones you purchased, nor to re-download them as it appears.
If you are lucky enough to have the tones already on your phone, install itunes 12.6.3 to regain the ability to manage apps and ringtones (tones) from itunes again. Sync, and dowload your purchases. This should put them in the Tones folder so you can push them again.
I was asked by Apple to try reinstalling my phone without restoring from backup, but rather create a new profile. I lost my tones in the process, with no way to re-download them without buying them again. And the less than useful agent on AppleCare, tells me it expected. What ?!?!
So again, it appears we are forced into buying the tones again as we can't re-download them, and without the actual .M4R, you can't push it again. Nice catch 22 Apple.
BTW, anyone knows if ringtones are cached by the caching server?
